（2）二定：确定时态和人称
时态：以一般现在时为主（讲述现在的情况）
人称：第一人称（I）和第二人称（you）
（3）三明确：明确写作要点：回应问题——给出建议（正反两方面都考虑到）—表达自己的态度
（4）四分段：结合要点分为三个或四个段落（分四段时，把具体建议分为接纳和不接纳两种情况）
